How government and nonprofit recruiting works

Public-service hiring runs on many small calendars rather than one season. Federal postings often stay open for about two weeks, security-cleared agencies recruit far ahead, and nonprofits tend to hire close to when a role starts. This guide covers the main paths, how to prepare, a plan for each class year, and what Upwind's catalog shows right now.4,15,34

How government and nonprofit recruiting works

Most federal student hiring runs through the Pathways Programs. The Internship Program offers paid work in agencies to students enrolled at least part-time, and interns can be converted to a permanent job within 180 days of finishing their degree once they complete 480 hours of work. The Recent Graduates Program offers one- to two-year developmental roles to people within two years of graduating.1

Federal internships are posted on USAJOBS, where you can filter for the Students hiring path, though some agencies post only on their own websites. Each posting lists its dates, and most stay open for about two weeks.10,4

Federal hiring rules changed in 2025. The Presidential Management Fellows program, a pipeline for graduate students, was terminated in February 2025, and November 2025 guidance from OPM and OMB requires agencies to route vacancies through strategic hiring committees and generally to hire no more than one person for every four who leave. That guidance does not address internships specifically, so check each posting.2,3

Outside the federal government, the pattern is many separate programs: congressional offices that hire their own interns, state and city fellowships with fixed deadlines, and nonprofits that often hire close to when a role starts.18,19,34

The main roles

Federal agencies

Paid student work and early-career programs across federal departments.1

Most federal internships are paid, though some are not. Applications are reviewed after a posting closes, often with an occupational questionnaire, and a job offer stays tentative until the background investigation is complete.4,7

Some agencies run their own programs. The State Department's Student Internship Program is paid and places students in embassies and offices in Washington, and undergraduates need at least 60 credit hours by the start date.11

Intelligence, national security and law enforcement

Student programs at agencies that require a security clearance.

These programs hold students to the same standards as permanent staff, including a clearance investigation, so they recruit early. Intelligence agencies set student deadlines six to nine months before the work period, and the CIA asks for interest at least six to twelve months ahead.15,13

The FBI's Honors Internship for summer 2027 took applications from February 9 to March 5, 2026, more than a year ahead, and requires US citizenship. NSA's paid summer internships run 12 weeks.12,14

Congress and policy

Legislative offices, committees and policy research organizations.

Congressional offices hire their own interns. House internships run in Washington and in district offices, and most ask for a résumé, cover letter, references, a writing test and an interview. In the Senate, you apply to each personal or committee office directly, and offices decide whether to pay interns.17,18

Policy research organizations run their own cohorts. Brookings, for example, hires interns for spring, summer and fall.27

State and local government

Fellowships and internships with governors, legislatures and city agencies.

States and cities run fellowships with fixed calendars. California's Capital Fellows are paid, full-time placements of ten to eleven months, open to graduates of any major, and New York City's Urban Fellows is a nine-month full-time fellowship for recent graduates.19,21

Some state internships are unpaid and built around course credit. The Texas Governor's internship, for example, is open to college students, recent graduates and veterans.20

Nonprofits

Program, fundraising and communications work at mission-driven organizations.

Many nonprofits skip campus recruiting and hire on a just-in-time basis, which makes networking matter more. Fundraisers, for example, usually need a bachelor's degree, and BLS notes that employers prefer nonprofit experience from internships or volunteering.34,29

The field became more competitive after 2025's funding cuts. The Chronicle of Philanthropy reported a 75 percent rise in applications tracked by the job board Idealist.28

Service years

Full-time service programs, often taken right after graduation.

Peace Corps volunteers must be US citizens aged 18 or older and serve for two years after about three months of training, and the process from application to departure takes about nine months. Teach For America sets several application deadlines for each corps, filling regions first come, first served.23,22,26

AmeriCorps members can earn an education award for future school costs or student loans. The program has been volatile: its inspector general reports that the agency terminated 1,031 grants in April 2025, so confirm a program is running before you apply.24,25

What matters and how to prepare

  • A two-page federal résumé

USAJOBS accepts résumés of two pages at most. For each job, list the employer, your title, start and end dates, and the hours you worked per week, and address every qualification the posting asks for.6

  • Check the citizenship line

Federal employment generally requires US citizenship or nationality, and each posting's section on who may apply says who is eligible.9

  • Plan for the clearance

A clearance investigation asks for at least ten years of personal history, and the intelligence community says the whole process averages nine to twelve months.8,16

  • Writing samples and references

Congressional offices often ask for a writing test or writing sample. Federal résumés list former supervisors with their contact details, so ask them first.17,18,30

Strategy and common mistakes

Strategy

  • Apply early, even before the deadline

Some USAJOBS postings close once they receive a set number of applications, at 11:59 p.m. Eastern on the day they reach it, which can be well before the listed closing date.5

  • Sign up for agency alerts

Federal postings are short-lived, so career offices advise joining agency mailing lists and saved searches.30

  • Network into nonprofits

Because many nonprofits hire just in time rather than through campus recruiting, conversations with people in the organizations you want are part of the search.34

Common mistakes

  • Forgetting the transcript

The State Department rates student internship applications without an attached transcript as ineligible.11

  • Assuming the application went through

Check that the agency received it: the application status on USAJOBS should read as applied.7

  • Starting a cleared application too late

Intelligence deadlines fall six to nine months before the work period, and a clearance can take most of a year, so these applications cannot be left to the spring before.15,16

  • Leaving out legal history

The Peace Corps asks applicants to disclose their full legal history up front; failing to do so can cost the invitation.22

Your plan by class year

  1. First-year

Congressional, state and local internships are open to students early in college. House and Senate offices hire their own interns, and the Texas Governor's internship is open to any college student.17,18,20

Security-cleared programs reward an early start. NSA takes co-op applications from sophomores and second-semester first-years, in windows that open in September and February.14

    What to do this year

    • Search federal internships now

Pathways internships are open to students enrolled at least half-time, from high school through graduate school, so a first-year can apply. Search USAJOBS with the Students hiring path selected.1,10

    • Apply to programs that take rising sophomores

The Congressional Black Caucus Foundation's summer internship places rising sophomores through recent graduates in members' offices, for students who live or study in a member's district; summer 2027 applications close on November 30, 2026. The Congressional Hispanic Caucus Institute asks only that you be a full-time undergraduate in the term before, with a summer 2027 deadline of December 1, 2026.35,36

    • Ask a local office for work

Members of Congress keep district and state offices that take interns for constituent services and outreach. Ask a nearby nonprofit or city office whether it needs help with a defined project, too.17,18

  2. Sophomore

Watch USAJOBS with the Students filter on. Federal internship postings often stay open for only about two weeks, so the habit matters more than a calendar.10,4

If you want an intelligence or national security internship, start planning now. Career offices advise planning six to twelve months ahead, and intelligence deadlines can fall up to a year before the start.32,31

    What to do this year

    • Check the State Department's credit line

The State Department's paid Student Internship Program takes undergraduates who will have at least 60 credit hours by the start date, so check whether you will reach that by next summer. Summer applications open in October, on USAJOBS.11

    • Apply to programs open to sophomores

NSA's co-op takes sophomores, and the Congressional Black Caucus Foundation and Congressional Hispanic Caucus Institute internships are open to you, with summer 2027 deadlines of November 30 and December 1, 2026.14,35,36

    • Volunteer in a role that builds a skill

One career office says volunteer work on its own is too little, and that you need to show the skills a role requires, such as planning a fundraising event for a development job. BLS notes that fundraising employers prefer experience from internships or volunteering.34,29

    • Ask smaller organizations for project work

Many nonprofits hire just in time and skip campus recruiting, so a direct note to a local organization, offering help with a specific project, is a reasonable way to get experience.34

  3. Junior

Many agencies post summer internships between August and March. The State Department opens summer applications in October, and its undergraduates need at least 60 credit hours by the start date.30,11

Clearance-dependent programs run furthest ahead. The FBI's Honors Internship for summer 2027 closed on March 5, 2026, so a junior-year summer there means applying in the spring of sophomore year.12

Policy and nonprofit internships run later. One career office's timeline puts policy internships from November to March and nonprofit internships from November to April.33

    What to do this year

    • Apply to federal internships in the fall

Many agencies post summer internships between August and March, and the State Department opens summer applications in October. Attach a transcript wherever one is asked for.30,11

    • Apply to congressional programs before winter

The Congressional Hispanic Caucus Institute's summer 2027 deadline is December 1, 2026, and the Congressional Black Caucus Foundation's is November 30, 2026. Individual House and Senate offices hire on their own schedules.36,35,17,18

    • Plan cleared programs for the year after

Intelligence deadlines fall six to nine months before the work period, and a clearance can take most of a year. If this summer's windows have closed, look at programs that start after graduation.15,16

    • Keep applying into the spring

On one career office's timeline, policy internships run from November to March and nonprofit internships from November to April, so a fall without an offer leaves time.33

  4. Senior and new grad

The federal Recent Graduates Program is open for two years after your degree. State and city fellowships set fixed deadlines: California's Capital Fellows applications for 2027 to 2028 close on November 10, 2026.1,19

Service years have their own timing. Teach For America's 2027 corps has four application deadlines from September 2026 to March 2027, and the Peace Corps takes about nine months from application to departure.26,22

Nonprofit full-time roles usually recruit about six weeks to two months before the start date, so search in the spring before graduation.34

    What to do this year

    • Finish the hours for a Pathways conversion

Pathways interns who complete 480 hours of work can be converted to a permanent job within 180 days of finishing their degree, so ask your supervisor early whether the agency plans to convert you.1

    • Apply to fellowships on their fixed deadlines

California's Capital Fellows close on November 10, 2026, and New York City's Urban Fellows is a nine-month fellowship for recent graduates. Put each deadline in your calendar now.19,21

    • Network into the organizations you want

Nonprofits often hire close to the start date, and one career office calls networking a key factor in this sector, suggesting alumni groups in the city where you want to work.34

    • Decide on a service year early

The Peace Corps takes about nine months from application to departure, and Teach For America fills regions first come, first served, so apply at an early deadline if you want a choice of placement.22,26
